Permit Issued for Lakeside's Proposed Asphalt Plant

HOQUIAM--The Olympic Region Clean Air Agency issued a permit to Lakeside Industries to construct and operate a new hot mix asphalt plant at the Holroyd, Nisqually gravel mine in Thurston County.

Richard A. Stedman, Executive Director of ORCAA, signed a Final Determination on the company's Notice of Construction today following weeks of review and public comment.

"The final determination incorporated Thurston County's requirements," Stedman said, "as well as addressing the concerns expressed by residents who live near the plant."

ORCAA held a well-attended public hearing on the new permit application in Lacey in March and accepted written public comment for 30 days leading up to that hearing. All public comments were thoroughly researched and addressed prior to making the final determination to grant the permit.

As a result of that close scrutiny, there are several differences between ORCAA's Final Determination and the Preliminary Determination that was presented at the public hearing. These include:

  • Condition #1(i) was added requiring Lakeside to capture and control fugitive emissions resulting from asphalt truck loading operations;
  • Condition #3 was amended by including limits on production of asphalt, explicitly prohibiting use of Recycled Asphalt Product (RAP), prohibiting truck idling near the entrance of the gravel mine, and requiring asphalt plant specifications to be consistent with the specification approved by Thurston County; and,
  • Condition #8 was amended by adding a requirement that natural gas be available to the plant before it commences operation.
  • The Final Determination and Order of Approval allows Lakeside Industries to proceed with construction and operation provided they meet all permit requirements.
